Meeting Called to Order by Mike Rankin at 4:00 PM on Zoom
Present: Ryan Mueller, Leslie Hind, Blair Honeyman, Natalie Hill, Mike Rankin, Mike Stappert, Sandy Adams
Absent: Amy Heaven, Blake Larson
Agenda
- Not formally addressed as a distinct agenda item in this meeting.
Secretary Report
- Ryan Mueller distributed the June minutes to the board prior to the meeting. The board did not formally review them during the meeting, opting to read them individually. Minutes accepted as written.
Treasury Report
- Leslie Hind reported that the GLA’s annual property tax payment increased from $65 to $86.
- Apparel: approximately $2,527 has been invested in the apparel project, which is currently $141.89 ahead (profitable). Leslie thanked Sandy Adams for her continued work selling merchandise.
- Trash/dumpsters: the invoice has not yet been received. This year’s vendor required $1,400 upfront before delivery; annual dumpster costs typically run $1,800–$2,200. Leslie noted she will not use this vendor again.
- Trophies: $32.82 has been paid toward the 1st place trophy. Leslie still owes for the 2nd and 3rd place trophies and will follow up with the vendor to resolve confusion over the amount owed.
- 4th of July Boat Parade costs: final bills are not all in yet, but no significant additional costs are expected.
Old Business
Boat Parade Recap
- The parade had 10 entries with only one boat dropping out — considered a strong turnout.
- Pre-registration and Facebook voting worked smoothly once resident address/directory information was collected, per Natalie Hill.
- Discussion on parade timing: the parade currently runs into the evening, with trophy delivery and voting continuing after dark. Natalie Hill described delivering trophies at night as unsafe and proposed moving the parade earlier (e.g., 3:00 PM). Mike Rankin prefers keeping it later, closer to fireworks. A compromise start of 3:30 PM with an earlier voting cutoff (around 4:30–5:00 PM) was discussed.
- No final decision was made on timing. Natalie Hill proposed surveying residents in the spring for input on parade time; Mike Rankin and Ryan Mueller offered to draft the survey.
Spillway & Dam Repair (Leslie Hind)
- An itemized project timeline has been received from the contractor. Surveying has already been completed along Leslie’s road and the dam.
- July 13: clearing and demolition to begin; the lake will be lowered by 1.5 feet the same day. The contractor has indicated the public dock will remain open during construction, though the logistics of this with heavy equipment on site are unclear.
- July 17: construction of a temporary dam (referred to as the “Kaufer Dam” — spelling unconfirmed) to allow work on the road.
- Subsequent work includes demolition of the existing spillway, pouring the new concrete spillway, and riprap installation, expected to continue through September. New gates and bollards will also be installed.
- The temporary dam is planned for removal on September 21, followed by site restoration. The contractor’s target completion date is October 1; Leslie is skeptical and expects the project may run into December.
- Only the road is being replaced — the underlying weir/spillway currently passes inspection but will be re-inspected due to damage from a recent heavy rainstorm.
- The temporary dam is designed to overflow rather than back water up into homes during major rain events.
- A gate with keys held by police and fire departments will control access during construction. A request for pedestrian access (e.g., for strollers) was raised but is unlikely to be granted.
Herbicide/Chemical Investigation
- The matter remains under active investigation. It has been confirmed that chemicals were sprayed near the lake; no further details will be released until the investigation concludes.
Dredging & Water Testing
- Task force soil testing at 6–8 locations near Pirate’s Cove and the south end came back negative for hazardous chemicals, including copper sulfate.
- Residents considering private dredging near shallow docks need permits from the city, county, and state. Removed sediment must be set aside to decontaminate over time, and algae mat toxicity is untested (testing is costly), so removed material should be handled cautiously.
Taskforce / CID Update
- The county is reviewing the group’s petition in detail and has provided recommendations; several changes were made in response. A follow-up meeting with the county is tentatively planned, and the county remains enthusiastic about the project.
New Business
Movie Night / Poker Run Fundraiser (Natalie Hill)
- Natalie Hill proposed a (non-gambling) poker-run fundraiser to raise money for a projector and movie screen to bring back “Second Saturday Movies on the Lake” next summer, potentially based at Lighthouse Cove.
- Ryan Mueller suggested the board could fund the projector/screen directly from existing funds rather than requiring a fundraiser, pending board agreement. Estimated equipment cost is roughly $60–$150 for a projector.
- Location and logistics were discussed: hosting at a private dock/cove versus the public gazebo. Leslie Hind raised the concern of making a private-home event feel welcoming to all residents.
- Audio options discussed included portable boat speakers or a low-power FM transmitter (Sandy Adams noted a resident already uses this approach at home).
- If held at the gazebo, reserved/closed signage was discussed to notify anglers and the public when the space is in use for an event.
Kayak Race / Labor Day Planning
- Scheduled for Labor Day weekend (Sunday, September 6, 2026; Labor Day is September 7). Sandra and Tracy continue to coordinate the event.
- A potential conflict with ongoing spillway construction was raised. The board will monitor the contractor’s weekend work schedule and adjust as needed, including a possible move to the south end public area, pending water availability there.
Directory & Lake Road Rep Program
- 2026 is a directory year (published every even year). The current (2024) directory run included 24 copies, with some magnets still remaining.
- Plan is to distribute the new directory alongside the annual calendar this fall.
- The board will look to hold another Lake Road Rep meeting (proposed for September) to confirm accurate rep and resident lists before printing.
- Sandy Adams requested that directory information be finalized by November 1 to allow adequate printing lead time.
- Mike Rankin will review which Lake Road Reps are actively engaged ahead of the next meeting.
- Natalie Hill suggested inviting Lake Road Reps to dinner as a thank-you and engagement effort.
- Ryan Mueller added Natalie Hill to the GLA Google Drive and reviewed the “Prop Owners” and “Directory” folders with the group, and helped Mike Stappert locate the correct shared folder after he had been referencing an outdated personal copy.
Facebook Group / Dues Discussion
- A negative comment on the community Facebook group was addressed and removed by Sandy Adams.
- The board discussed the ongoing challenge of residents who are active in the community/Facebook group without paying dues, including one resident reportedly encouraging others not to pay. Dues remain voluntary and the Facebook page is not a directly GLA-owned page at this time, so the GLA does not have clear authority on FB.
Next Board Meeting
- Targeted for the first week of August (tentatively the first Tuesday).
Special Events
Rock the Docks
- No official date or host location was confirmed at the time of this meeting. Discussion focused on identifying docks with sufficient water depth — given the anticipated 1.5-foot lake level drop during spillway construction — to host bands and larger gatherings.
Kayak Race / Paddleboat Event
- Scheduled for Sunday, September 6, 2026 (Labor Day weekend). Coordinated by Sandra and Tracy. Location and timing may shift depending on spillway construction activity.
Adjournment
The meeting concluded informally.
